Since Alexa won with 40 Votes then the remaining 60 votes were cast by the other 4.

Also since Bill came second, he will have the second largest number of votes, but less than 40.

The last 3 candidates will get votes, which are in consecutive order.

Let E, D and C get x, (x + 1) and (x + 2) votes respectively.

Then Number of votes for Bill = 60 - x - (x + 1) - (x + 2) < 40

60 - 3x - 3 < 40

3x > 17

x > 5.67 = 6

So the other 3 get 6, 7 and 8 votes.

Bill gets 60 - 6 - 7 - 8 = 39 votes
