I have difficulty in wrapping my head around this complete the passage question. It is confusing because I'm unable to settle if the question is asking either:
1. "How" the bicycle helmets protecting the temple area reduces the risk of serious head injury- 
this would mean how the helmet would functionally to reduce the injury
2. Or "Why" the risk of head injury would be reduced if helmets are used



This is a fairly easy question that simply asks you to find a reason that supports why - if bicycle helmets protected this area, the risk of serious head injury in bicycle accidents would be greatly reduced.


Always look at the sentence construction and try to figure what you are supposed to find.

Here, the argument is-
